Stuck in slow jog

I read or heard why this can happen but I can’t remember where or why. What causes the controller to become stuck in Jog: Slow.

Update: I think that is may be cause by Tool Touch off. This morning we were welcomed by a Warning Tool Touch off triggered message that I can’t seem to clear.
We took apart the tool touch off looked for obstructions and checked the wire connections and no luck.

Make sure the tool touch off is plugged in (it’s a normally closed circuit) and that your magnet isn’t touching your touch plate, or that the touch plate isn’t touching the machine frame
