Crp-860 board bad?

Weird things going on today. Took awhile but figured out that if the avid touch plate was connected, the ESS would not power up. Mach 4 is also not seeing proximity sensors targeting. The cube sensors built in light illuminates, but no lights in the cylindrical sensors. Measured voltage at the cable end by the sensors and I only have 5 volts. Should I have 12 volts? If so, do you think I have a bad CRP-860 or something going on with port 4 on the ESS?

The issue with the touch plate would have me checking my ground.

Next I would disconnect most/all of the cables and see if things got better. Adding the cables back until something broke.

I appreciate the help. I found the problem. While looking at grounds I found out that when I pulled out the ribbon cable, I reinstalled it in the ESS port 4 instead of port 7 on the CRP-850. Luckily nothing let the smoke out and everything back to normal. Teach me to always double check where I am plugging in to.
