I would appreciate advice on getting started

I bought this router:

CNC Router Machine Desktop CNC 3 Axis, CNC Milling Machine for Metal Wood Acrylic, GRBL Control Engraving Machine with 500W Spindle,Machine Woodworking Industrial Application(4040 PRO)

Is there software that provides WYSISYG design and also controls the router?

Or is this a two product job: designer that creates a file which is read by the other app

You will need something like fusion 360 or vcarve to make gcode to give to your candle/grbl controller. You should have received some instructions on how to get gcode to the controller.
